Notification of cosmetic service provider

This page provides information to cosmetic service providers which perform treatments involving non-ionising radiation. Here you will find details on which forms of treatment are subject to a notification obligation and instructions on registering your cosmetic service. The Swedish Radiation Safety Authority’s e-service for registration is open for notification. In order to avoid late registration, log onto the e-service by 4 July 2026.

If your business provides a cosmetic service(s) involving non-ionising radiation, your cosmetic service must be registered with the Authority. The definition of a cosmetic treatment is a method having the aim of altering or preserving a person’s appearance. Examples of this kind of treatment include hair removal, skin enhancement, fat reduction, body sculpting and removal of tattoos.

  • Cosmetic treatments involving non-ionising radiation include methods using a laser, intense pulsed light, radiofrequency, electromagnetic fields (e.g. HIFEM) and ultrasound (such as HIFU).
  • The notification obligation applies as per Chapter 4 of the Swedish Radiation Safety Authority’s regulations (SSMFS 2026:1) concerning cosmetic treatments involving non-ionising radiation. Registration with the Authority does not apply to the following: tanning salons, treatments comprising health and medical care in accordance with the Health and Medical Services Act (2017:30), dental care as per the Swedish Dental Act (1985:125), or to nail care involving use of UV/LED lamps to cure materials.

How to register your cosmetic service

Starting 4 May 2026, our e-service is open for registration of the cosmetic treatment that you provide.

Instructions:

  1. Log onto the e-service using the Swedish apps Freja eID or Bank-ID.
  2. Select the service that you provide, in this case cosmetic treatment.
  3. Enter the following details:
    Contact person who has knowledge of the cosmetic service
    Preferred invoicing method
    Invoice address
    Invoice reference
  4. Enter address of the service provider
    Name, address, postcode and city
  5. Enter type of equipment, number of units and type(s) of treatment per physical address
  6. Check your notification form. Sign it

Once you have signed the form, a confirmation will be emailed to you. It signifies that your notification has been approved. Save this confirmation for your records because it is only generated once in connection with registration.

Power of attorney for representatives

You have automatic authorisation to log in to the e-service if you are an authorised signatory, CEO or director of the company. If the signatures of multiple directors are required, you will need power of attorney to log in. Power of attorney is also required if someone other than an authorised signatory or CEO is representing the organisation. Power of attorney is also required for sole traders, limited partnerships, economic associations, publicly owned companies and public authorities.

You can apply for power of attorney in two ways:

The authorised signatory or CEO can log in and delegate authority to represent the organisation. The representative must then log in and approve the information in the e-service

The representative can log in directly to the e-service and enter and send their details

In both cases, documentation of delegation must be attached and signed and approved by the authorised signatory or CEO. This must state the name and job title of the delegator and the name and personal identity number of the delegatee.

The Swedish Radiation Safety Authority will check the information and a case officer from the authority must approve power of attorney. A confirmation document will be emailed to the representative once power of attorney has been approved.

Fees

At the present time, registration is free of charge and covers a full five-year period. This is because the Ordinance (2008:463) on certain fees to the Swedish Radiation Safety Authority has not yet been updated to include this fee. A fee will be payable in connection with future registration, but the timing is unknown to the Authority.

When you decommission your operation

If you no longer conduct an operation registered with the Swedish Radiation Safety Authority, you can deregister by emailing us at Tillstandsprovning-stralskydd@ssm.se. Please state the registration number.
